Annual Meeting 2014-2015

The progression towards equality of status and use of French and English in Canada

The Annual Meeting of the LRSP will be held Monday November 23rd, 2015, in Ottawa. 

The meeting will begin with registration at 8:30 a.m. and will end at 4:15 p.m. It will be held at the Desmarais Building of the University of Ottawa, located at 55 Laurier Avenue East. There is no registration fee and a complimentary lunch will be served. All travel related expenses are at the participant’s expense. For more information, see this document.

To start the day, the Honourable Michel Bastarache, Counsel at M. Bastarache Professional Corporation, Ms. Pascale Giguère, Senior Counsel and Manager at the Office of the Commissioner of Official Languages in Canada, Ms. Ingride Roy, Counsel and Professor of public international law and constitutional law, will address the caselaw on Sections 16 and 16.1 of the Canadian Charter of Rights and Freedoms (Charter) and Part VII of the Official Languages Act of Canada (OLA).

Afterwards, we will welcome the three language commissioners, Mr. Graham Fraser, Commissioner of Official Languages for Canada, Ms. Katherine d’Entremont, Commissioner of Official Languages for New Brunswick and Mr. François Boileau, Commissioner of French Language Services of Ontario.

To conclude the day, candidates selected following the call for papers for an impact study will reveal the results of their research on:

  • The positive measures of the Government of Canada to foster and promote equality of the official languages at the City of Ottawa, by Professor François Larocque and Mr. Maxime Bourgeois;
  • The meaning and application of section 16 of the Charter, and Part VII of the Official Languages Act in relation to the English-speaking Community of Quebec, by Mr. Michael Bergman;
  • The obligation to adopt the French version of constitutional texts in Canada, by Professor François Larocque and Mr. Darius Bossé.
